Qualifying Person

Local Eligibility Criteria
Any one or more of the following local residency criteria applied strictly in the following order of preference in respect of the person at the time of sale.
1. In the first instance
a. The person currently lives in the parish of Stratford-upon-Avon and has done so for a continuous period of at least 5 years.
b. The person currently works in the parish of Stratford-upon-Avon AND has done so for a continuous period of at least 5 years AND for an average of not less than 16 hours per week.
c. The person currently has a close family member (meaning a mother, father, son or daughter) living in Stratford-upon-Avon parish AND who has done so for a continuous period of at least 5 years.

2. In the second instance:
a. The person was born in the parish of Stratford-Upon-Avon
b. The person currently lives in the parish of Stratford-upon-Avon and has done so for a continuous period of at least 12 months.
c. The person used to live in the parish of Stratford-upon-Avon for a continuous period of not less than 3 years. 
d. The person currently works in the parish of Stratford-upon-Avon AND has done so for a continuous period of at least 12 months AND for an average of not less than 16 hours per week.
e. The person currently has a close family member (meaning a mother, father, brother, sister, son, daughter, niece, nephew, grandson, granddaughter or such other relatives as the Council agree qualify in the particular circumstances of any given case as a close family member, or has a link to a particular family which the Council consider qualifies) living in Stratford-upon-Avon parish AND who has done so for a continuous period of at least 3 years.
