Privacy Policy - CCTV
Introduction and General Terms
This CCTV and ANPR Privacy Notice explains how Bloor Homes uses closed-circuit television, automatic number plate recognition and related surveillance systems across its business.
In this notice, “CCTV” means video surveillance systems used to capture images and footage. “ANPR” means automatic number plate recognition systems used to capture and read vehicle registration marks. “We”, “us” and “our” mean Bloor Homes.
This notice applies to people whose personal data may be captured by our CCTV or ANPR systems, including employees, agency workers, contractors, consultants, visitors, customers, prospective customers, suppliers, delivery drivers, site workers, residents, members of the public, neighbouring occupiers and people passing near our offices, building sites or other premises.
This notice covers CCTV and ANPR systems controlled by Bloor Homes. In some shared buildings, managed estates or development sites, other organisations may operate their own CCTV or access control systems. Their own privacy notices will apply to those systems.
Wherever you see the words “we”, “us”, “our” in this Notice, these words refer to Bloor Homes.
Why we use CCTV and ANPR
We use CCTV and ANPR for the following purposes:
Internal office CCTV: We use internal CCTV in office spaces to help protect staff, visitors, premises and property. This includes supporting workplace safety and security, managing incidents, preventing unauthorised access, deterring misconduct, and preventing or detecting crime.
External office CCTV: We use external CCTV around offices and surrounding areas to help protect people, premises, vehicles and property. This includes managing safety and security risks, protecting buildings and assets, supporting incident investigation, and preventing or detecting crime or security incidents.
CCTV on building sites and surrounding areas: We use CCTV on building sites and in relevant surrounding areas to help protect workers, visitors, the public, materials, plant, equipment and property. This includes supporting health and safety, site security, access management, prevention of trespass, prevention of theft or vandalism, investigation of accidents or incidents, and prevention or detection of crime.
CCTV and ANPR at some offices: Where ANPR is used, we process vehicle registration marks and related vehicle data for safety and security, access control, parking management, vehicle and property protection, and prevention or detection of crime or security incidents.
Incident, legal, insurance and regulatory purposes: We may use relevant CCTV or ANPR data to investigate accidents, near misses, security incidents, unauthorised access, damage, theft, vandalism, complaints, disputes or suspected unlawful activity. We may also use relevant footage or ANPR data to establish, exercise or defend legal claims, support insurance matters, respond to regulatory enquiries, comply with legal obligations or assist law enforcement authorities.
The data we collect about you
Personal data, or personal information, means any information about an individual from which that person can be identified. We collect only that personal data from you that we need to meet our regulatory or legal requirements and operate our business in the way that you would anticipate.
Through our CCTV and ANPR systems, we may collect, use, store, and transfer different kinds of personal data about you, grouped as follows:
CCTV data | This may include images and footage of individuals, including appearance, clothing, movements, behaviour, interactions with others, vehicles, belongings, and the time, date and location of the recording. |
ANPR and vehicle data | This may include vehicle registration marks, vehicle images, make, model and colour where visible, entry and exit times, camera location, direction of travel, parking or access event data, and records showing whether a vehicle is linked to an authorised access or parking list. |
Incident and investigation data | Where CCTV or ANPR footage is reviewed, extracted or used in connection with an incident, we may create or hold related records, such as incident reference numbers, investigation notes, witness details, disclosure logs, access logs, export logs, police reference numbers, insurance claim references or correspondence with relevant parties. |
Our lawful basis for using CCTV and ANPR
We rely on Legitimate interest under Article 6 UK GDPR for the collection and processing of this data.
Our legitimate interests include protecting people, premises, building sites, vehicles, equipment, materials and property; maintaining safe and secure offices and sites; managing access and parking; preventing unauthorised entry; investigating incidents; and protecting Bloor Homes, our staff, visitors, contractors, customers and the public from harm, loss or unlawful activity.
We only rely on legitimate interests where we have considered whether the processing is necessary and proportionate, and whether our interests are overridden by the rights, freedoms and interests of affected individuals.
Note: In some cases, we may need to process or disclose CCTV or ANPR data to comply with a legal obligation. This may include responding to a legally binding request, complying with health and safety obligations, complying with regulatory requirements or complying with a court order.
Special category data and criminal offence data
Our CCTV and ANPR systems are not intended to collect special category data, and we do not use CCTV or ANPR for facial recognition, biometric identification or automated profiling.
However, CCTV footage may incidentally reveal information such as health, disability, religious dress or trade union activity. We do not use that information for those purposes.
How we make CCTV and ANPR use transparent
We use signs and other notices to tell people when CCTV or ANPR is in operation. Signs may be placed at entrances, car parks, site access points, reception areas, office entrances, building site boundaries or other relevant locations.
Our signs will identify Bloor Homes as the controller and explain the main purpose of the surveillance. They will also tell people where to find more information, such as this notice.
At building sites, CCTV and ANPR use may also be explained through site induction materials, contractor information, visitor procedures or local site rules.
Sharing your personal data
Bloor Homes Ltd acts as the Data Controller for the personal data captured by these systems. However, to ensure the effective and secure operation of our CCTV and ANPR networks, we use select third-party service providers who act as Data Processors on our behalf.
We require all third parties to respect the confidentiality and security of your data and to treat it in accordance with the data protection laws. We do not allow our third-party service providers to use your data for their own purposes and only permit them to process your personal data for specified purposes and by our instructions.
Automated decision making
We do not use the information you provide to make any automated decisions that might affect you.
International transfers
We do not knowingly transfer any personal data outside the United Kingdom.
Data security
We have put in place appropriate security measures to prevent your personal data from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. Also, we limit access to your personal data to those employees, agents, contractors and other third parties who have a business need to know. They will only process your personal data on our instructions, and they are subject to a duty of confidentiality.
We have put in place procedures to deal with any suspected personal data breach and will notify you and any applicable regulator of a breach where we are legally required to do so.
Data retention
We will only retain your personal data for as long as necessary to fulfil the purposes we collected it for, including to satisfy any legal or reporting requirements.
The retention period for recorded CCTV and ANPR content will vary depending on the operational need or the nature of any security incidents identified. We ensure footage is kept only for the required time to match this requirement, after which it is securely overwritten or deleted.
Changes to the privacy notice and your duty to inform us of changes

It is vital that the personal data we hold about you is accurate and current. Please keep us informed if your personal data changes during your relationship with us.
Your rights over your information
By law, you can ask us what information we hold about you, request to have access to it, and you can ask us to correct it if it is inaccurate. In those cases where we process your information for contractual reasons, you can ask us to give you a copy of the information.
If you believe we are not using your information lawfully, you can ask us to stop using it for a period. In some circumstances, you may have the right to ask us to erase your personal data.
